President– Arthur Gosling
Art served as Superintendent of Arlington Public Schools from 1985-1997, then as research professor at George Washington University with primary responsibility for directing a national clearinghouse for school reform. He received his BA in History from Ohio Wesleyan University, MA in History from Kent State University, EdD in Curriculum from Indiana University and CAS from Harvard University. Community service includes campaign chair and President of Arlington United Way. Art has served Encore Learning as a class aide and as Secretary. He has served as President of Encore Learning since 2014.
Vice President – David Rhoad
David Rhoad is a retired US Agency for International Development Senior Foreign Service Officer. His career encompassed 35 years in international affairs, including regional and country assignments within Africa and the Middle East as well as executive positions at the agency’s Washington headquarters. He received a BA in History from George Washington University and read for the graduate African Area Studies program at Howard University prior to military service in Vietnam. He and his wife, Lorraine, are residents of Falls Church. David has served as a class aide, as Chair of the Nominating Committee and since 2014 as a Vice President.
Vice President – Barbara Spangler
Barbara served as a Senior Human Resources Manager at the U.S. Marshals Service. In that capacity, she worked closely with all levels of the organization, including senior executives and presidential appointees. She managed the recruitment and selection program for administrative employees and law enforcement officers. She retired with 30+ years of federal service. She is an undergraduate of Marietta College with a BA in Speech, English and Education. Upon retirement, Barbara joined Encore Learning and served as a class aide for several courses. Her community service includes volunteering as a Master Food Volunteer focusing on healthy nutrition and food preparation for kids through senior citizens. She also volunteers with the Arlington Food Assistance Center.
Treasurer – John Morton
John is a retired economist who spent most of his career at the International Division of the Federal Reserve Board in Washington. He also taught economics at the University of Maryland. He received a BA from Yale and a MA and PhD in economics from the University of Michigan. John has served on the Finance and Nominating Committees for Encore Learning.
Secretary – Joan Carter
Joan retired from the Department of Justice in 2003 to move to Germany with her husband. While there, she worked as a tour guide with the USO out of Kaiserslautern, leading tours throughout Europe for military families. Returning to the U.S. in 2011, she quickly became a member of Encore Learning, serving as Co-Chair for Encore Learning’s 10th anniversary celebration, twice serving as Chair of the Nominating Committee, member of the Membership Committee and the Bridge Club, and as class aide. Her other volunteer activities include working with Animal Welfare League of Arlington and with the activities committee of Fairlington Condo Association, and ushering at several theaters. Joan received her BA from Auburn University, MSW from Barry University, and JD from University of Louisville.
Academic Programs Committee Co-Chair – Lois Chadbourne
Before retiring, Lois worked in the Information Technology industry for over 30 years supporting both federal and commercial clients. She earned a BA in History/Political Science at State University of New York in Albany and an MBA at George Washington University. A member of Arlington Historical Society for many years, she has served as a docent at the AHS Hume School Building and at the Ball-Sellers House. An avid collector of silver and ceramics, she serves as the Treasurer/Secretary of the American Silver Guild. Lois has been an active member of the Encore Learning Travel Club for many years and is a member of the Academic Programs committee. She also volunteered for Encore Learning office support duties and as a class aide.
Academic Programs Committee Co-Chair – Dick Juhnke
After earning a BA in economics from Rice University and a JD from the University of Chicago Law School, Dick pursued a career in economic regulation, first with the Civil Aeronautics Board, then with Western Union and Sprint Corporation. After retiring from Sprint as Vice President, Federal Regulatory Affairs in 2006, Dick joined Encore Learning and has volunteered in various capacities, including three years as Co-Chair of the Publications Committee.
Class Aides Committee Co-Chair – Eileen Janas
Eileen holds a BA in History and Anthropology from Marquette University and a Master of Librarianship degree from Emory University. Following a 30-year career as a librarian, she has participated in Encore Learning since 2011. Eileen also serves as the Arlington Heights Civic Association representative to the county’s Neighborhood Conservation Advisory Committee.
Class Aides Committee Co-Chair – Gail Massot
Currently re-engaging with painting and crafts, Gail retired from a 30-year career teaching French and heading the language department at Georgetown Day School in Washington, DC. She completed her undergraduate and graduate work in French at the University of Wisconsin-Madison, following which she lived and worked in France as a textile artist. Gail has been a member of Encore Learning for four years and has served as a volunteer class aide. She was elected Co-Chair of the Class Aides committee last year.
Community Advisory Council Chair – Christine Milliken
Chris is a retired attorney, serving 15 years as the Executive Director and General Counsel of the National Association of Attorneys Association of Independent Colleges and Universities. She has a BA in Political Science from George Washington University and a law degree from The Catholic University of America. She has served on a number of Boards, most significantly as member and Chair of the State Council of Higher Education for Virginia (2001-09) and locally as a longtime member and former Chair of the Arlington Community Foundation. She has taken several Encore Learning courses and has served as a member of the Community Advisory Council since 2009.
Information Technology Committee Co-Chair – Stephen Spangler
Steve retired from the Federal Deposit Insurance Corporation in 2005. He also had worked with the Agency for International Development in Liberia and Vietnam. He served as a Peace Corps volunteer in Panama from 1964-1966. Steve was President of the Arlington Soccer Association for five years. He has a BA in Political Science from Miami University (Ohio) and a Master of Public and International Affairs from the University of Pittsburgh. He has served as chair or Co-Chair of the IT committee since 2009.
Information Technology Committee Co-Chair – Martin Suydam
Marty has had several careers: military, government civilian, industry executive and as a college and university educator in subject areas of mathematics, computing science, information technology, and management. His first career was as an Army Corps of Engineer officer retiring as a Colonel. In 1983, he was selected as a member of the Senior Executive Service with positions in the Office of the Secretary of Defense and the Secretary of the Navy. After his government career, he was a Vice President and Corporate Officer of the following corporations: General Dynamics, Alcoa, JJMA, BMY (now BAE Systems), Burke Industries, and FOCUS Consulting. He taught at Colorado School of Mines 1970-1974, Washington College 2000-2014, George Mason University 1995-2008, and Marymount University since 2014. Marty has been an active member of the Encore Learning IT committee for the past year. He was involved in the selection of the course management software now in use.
Membership Committee Co-Chair – Paula Kaufman
Paula spent her federal career at the Smithsonian Institution, working for the Office of Exhibits Central in preservation and display of paper objects and in project management. She has a Masters Certificate in Project Management from PMI and George Washington University, has studied art and civil engineering in the U.S. and abroad, and had a farming business for ten years on the Oregon coast growing and supplying Easter lilies to greenhouses across the country. She has served as an Encore Learning class aide several times and as Co-Chair of the Membership Committee since 2014.
Membership Committee Co-Chair – Ed Rader
Ed is a retired federal government employee. He spent most of his career at the Pentagon, working for the Office of the Under Secretary of Defense (Policy) where he provided contract, finance and research support. Ed has a BA in Political Science from St. Francis College, an MS in Public Administration from Florida State University and an MBA from George Mason University. He has served as Co-Chair of the Membership Committee since 2012. He also has served as a class aide several times.
Publications Committee Co-Chair – Mildred Lawson
Millie is a proud product of the Arlington Public Schools. She earned her BA from George Washington University, MEd from The Citadel, and a Post Masters Certificate in Marriage and Family Therapy from Catholic University. Most of her professional life was spent in the Arlington Public Schools as counselor, school psychologist and Director of Counseling Services, and administrator for special education at Williamsburg Middle School from which she retired in 2011. Millie was first elected Co-Chair of the Publications Committee last year.
Publications Committee Co-Chair – Jill Neuville
Jill received her BA in Spanish from Albion College and her MSW from Norfolk State University. She retired after 23 years working for Arlington County in various managerial positions, most recently as Human Resources Director. She served as copy editor for the course catalog for a number of years and was elected Co-Chair of the Publications Committee last year.
Special Events Committee Chair – Kris McLaughlin
Kris McLaughlin retired after a 30+ year career in corporate communications with companies such as General Dynamics, General Electric and IBM. She volunteers for a variety of nonprofit organizations, including Encore Learning where she served as a class aide for the past few years and as Co-Chair of the Special Events Committee since 2014.
Volunteer Committee Chair – Steven Shapiro
Steven Shapiro recently retired from Fairfax County Public Schools, where he taught math and served as the department co-chair at Falls Church High School. He also served in a variety of education leadership roles. Prior to his teaching career, he spent 25 years in management positions with several leading technology companies, including SAIC, Bell Atlantic and GTE. He is a graduate of Tufts University and MIT’s Sloan School of Management. Steve has served as an instructor for Encore Learning, is a member of the Special Events Committee, participates in five Encore Learning clubs, and has served as a class aide several times.
